Profile of Hon. Olayee Sunday Collins

Honorable J. Olayee S. Collins is a multi-sector professional with 29 years of experience working in both private and public sector.

His area of expertise span administration, development program/project management, monitoring and evaluation, research and planning, counselling, among others.

He has served in high profile positions both in Liberia and the USA- including but are not limited to- Specialist & Technical Assistant (Assistant Minister) to Ministry of Youths & Sports; M&E Specialist for the Liberia Decentralization Support Program (LDSP) at the Ministry of Internal Affairs; Lecturer Liberia Baptist Theological Seminary and the University of Liberia respectively.

He also so served as the Senior Pastor for the Providence Baptist Church of Liberia.


Currently, Hon. Collins is the Deputy Minister for Research and Development Planning at the Ministry of Internal Affairs with oversight responsibility over the Liberia Decentralization Support Program.


Academically, Hon. Collins holds a Master of Arts (MA) from the Mercer University and several certificates in professional studies in various disciplines.

He is a Project Management Specialist (OPTIMO); He has also served as Board Chair and Member for many institutions in Liberia.
